Gary Glitter arrested, released

British police arrested convicted sex offender and former pop star Gary Glitter on Sunday as part of an investigation into allegations of child sex abuse by the late BBC presenter Jimmy Savile, media said.

Glitter was released on bail some 10 hours later. But the arrest -- the first to be reported in the case -- widened a scandal that has already damaged the reputation of the publicly-funded BBC and the legacy of Savile, a former DJ who was one of the broadcaster's top show hosts and a prolific charity fundraiser.

The head of the BBC's governing body said on Sunday the broadcaster's reputation was on the line, and promised to get to the bottom of the scandal.

A police statement said a man in his 60s had been picked up just after 7 am on suspicion of sexual offenses in the investigation termed "Savile and others". The statement did not name the man and a spokesman declined further comment.

The BBC and Sky News identified the man picked up from his London home as Glitter, a 68-year-old who was popular as a glam-rock singer in the 1970s.

Footage on both broadcasters showed Glitter, who was wearing a hat and sunglasses and was not handcuffed, leaving an apartment in central London and being driven away. Hours later, television showed investigators carrying large black bags as they left the house.

Glitter was held by police for about 10 hours. He was seen leaving a police station in central London and, minutes later, return to his apartment, where he dodged questions by scores of waiting reporters and cameramen.

Police later said the man was "bailed to return to the police station in mid-December 2012, pending further inquiries".

Glitter, born Paul Gadd, shot to fame in the early 1970s with the hit "Rock and Roll", trademark figure-hugging shiny silver all-in-one suits, platform shoes and large black hair.

Glitter served two months was jail in Britain in 1999 for possession of child pornography. He then moved to Cambodia, but was deported in 2002 due to suspected sex offences.

In 2006, a Vietnamese court convicted him of committing obscene acts with two girls aged 10 and 11 and sentenced him to four years in jail. On his release he returned to Britain.

Allegations that Savile sexually abused young girls for decades first emerged in an expose on the British TV channel ITV. Since then, police say some 300 victims had come forward.

Victims' allegations broadcast by ITV include claims from one woman that she had seen Glitter having sex with an underage girl in Savile's BBC dressing room while Savile abused another girl. Glitter has denied the claim, according to the BBC.

With the scandal widening, public outrage has increased. A cottage in the Scottish Highlands that belonged to Savile was vandalised overnight, with abusive slogans painted on its walls, local police said.

The scandal has raised troubling questions about the BBC's management and its past workplace culture. Revelations that an investigation by Newsnight, the BBC's flagship TV news show, was shelved last December led to claims bosses at the broadcaster knew about the allegations but kept quiet.

"Can it really be the case that no one knew what he was doing? Did some turn a blind eye to criminality?" asked Chris Patten, chairman of the BBC Trust which oversees the broadcaster, writing in the Mail on Sunday.

The Sunday Times said the office of former BBC director Mark Thompson was alerted about the allegations twice, in May and September. Thompson is poised to take over as chief executive of the New York Times, and the Sunday Times quoted his spokesman as saying Thompson had not been told about the allegations on either occasion.

Thompson has told Reuters that he did not know about the nature of the investigation by the Newsnight programme into Savile, and had no involvement in the decision to axe the report.

The BBC said on its website on Sunday that "Thompson has said the first time he had been made aware of claims that Savile had committed serious crimes and that some had taken place while the entertainer was working at the BBC was after he stepped down as director general".

The broadcaster has announced two investigations as a result of the scandal, and Patten promised full cooperation.

"The BBC's reputation is on the line," he wrote. "The BBC must tell the truth and face up to the truth about itself, however terrible."

When Savile died in October last year aged 84, his gold coffin went on public display and he was lauded as a "national treasure" who had raised millions of pounds for good causes.

A year later, police describe him as "undoubtedly" one of Britain's most prolific sex offenders, and the Vatican said a papal knighthood given to Savile decades ago for his charity work "should not have been bestowed".

Savile's family said it was in despair over the allegations and offered its "deepest sympathy" to abuse victims. It also said it had decided to remove the headstone on Savile's grave and destroy it to avoid it becoming a target for vandals.

Justice Secretary Chris Grayling on Sunday rejected a call by the deputy leader of the opposition Labour party for an independent, over-arching inquiry, arguing that such a process risked taking much longer to get to the truth.

Grayling told the BBC that efforts should focus on finding anyone involved in abuse alongside Savile and bringing them to justice.

(AP) ? The dream of an undefeated season and a hopeful shot to play for a national title is over for No. 18 Rutgers after an upset loss at home to Kent State.

Everything else is still in place.

The non-conference loss won't deny the Scarlet Knights a chance at the Big East Conference regular-season title and a BCS bowl bid. That is what their sights are set on now, following the stunning 35-23 defeat by the Golden Flashes on Saturday.

"This is a lump in the road," Rutgers linebacker Khaseem Greene said. "We control our own destiny and we can still do what we set out to do since the beginning of the year. This is all about how we respond. To the young guys, this class is different and I know they will follow the leaders, and it's on us to set the example how to react after losing the game in the way that we did.

"I'm just ready to let this soak in a little bit, keep this taste in my mouth and get back on the practice field."

Rutgers (7-1, 4-0 Big East) will have a bye week and then face Army. The conference title hopes will be determined in the final three games against Cincinnati (5-2, 1-1), Pittsburgh (4-4, 1-3) and No. 16 Louisville (8-0, 3-0). The last game will be played at Rutgers on Nov. 29.

"There's a goal that is in front of us that's never been done at Rutgers, the Big East championship," Kyle Flood said after his first lost as the Scarlet Knights coach. "We have an opportunity sitting in conference play to be able to do that over the last three games of our season. That will be conference games. I think we'll be very motivated, there's no doubt about that. But I'm always up front and honest with the team.

Kent State (7-1) had been 0-22 against ranked teams, and this certainly was its biggest win since it started playing football in 1920. The six-game winning streak is its longest since 1940.

"This is a great win for our program," said Kent State coach Darrell Hazell, a Rutgers assistant from 2001-03. "We came on the road against a very tough opponent. We knew they were going to be tough, and they did a great job prior to playing us. I thought our kids prepared like crazy this week. We made enough plays early in the game to keep those guys off balance. Rutgers kept fighting back, and our guys kept fighting them off."

The biggest play of the game was made by Golden Flashes defensive end Mark Fackler, a one-handed, 25-yard interception return for a touchdown early in the second quarter that gave Kent State a 14-3 lead and the belief it could win.

It was his second interception of the game and one of six picks by the Golden Flashes, who forced a season-high seven turnovers.

"(We were) dropping some of the inside guys, and I just saw his eyes, followed his eyes and was right there on the first one," Fackler said after his first two-interception game since high school. "The second one was a play call. We were going that way, and I saw what he did. That was a play that was going to happen. It was there."

Flood said it was a remarkable play by Fackler.

" I thought it was an excellent reaction," Flood said. "Really one of those plays, I don't know if you'll see it again. You don't see it very often. The last time I can remember something like that, I'm sure it's happened since, I remember Julius Peppers doing it when he was playing at North Carolina. As an offensive line coach you tend to remember those type of things because they're so unique."

Kent State intercepted Gary Nova six times and recovered a fumble to give the Mid-American Conference its second straight win over an undefeated Big East team. Toledo knocked off Cincinnati last week.

"It's a terrible feeling," said Nova, who was 25 of 46 for 313 yards. "You never want to feel like this, especially with all of the hard work you've put in. You've just got to take the punches and keep going."

Spencer Keith threw touchdown passes of 1 yard to Zack Hitchens and 15 yards to Josh Boyle, the latter giving the Golden Flashes a 35-17 lead with 11:30 to play. Dri Archer, the nation's leader in touchdowns coming into this week, scored on a 7-yard run, and Trayion Durham tallied from 3-yards out.

Nova, the Big East's top offensive player last week, threw touchdowns of 19 yards to Tim Wright and 24 to Brandon Coleman. Jawan Jamison scored on a 2-yard run to cut Rutgers' deficit to 12 with 10:35 to play, but the Scarlet Knights never got closer.

At the final gun, Kent State players bumped chests, high-fived, and ran to the corner of the stadium to share the celebration with their few followers from Ohio who came to New Jersey.

Nova was intercepted four times in the first half, resulting in 14 points and a 21-3 Kent State lead.

"It always builds momentum when you get turnovers," said linebacker Luke Batton, who had 13 tackles, a sack and an interception. "It gets your whole team up, especially the defense. Everyone is trying to get a little piece of the pie. I guess you can say it snowballs."

Kent State never trailed after Keith hit Hitchens with a 1-yard TD pass for a 7-3 lead. Fackler's TD stretched the lead to 14-3, and Archer pushed it to 21-3 after an interception by Leon Green set up a 45-yard drive.

The Golden Flashes allowed Rutgers to get back in the game in the final 59 seconds with a five-play, 83-yard drive that started with a 45-yard run by Jamison and ended with a 19-yard TD pass to Wright with :04 left in the half.

However, Rutgers never got any closer in the second half.

>> as your viewers will know, earlier in the decade, there were a lot of things that were deregulated like complicated derivatives. it got to the point where banks saw they could make more money using their client information to bet for themselves as opposed to facilitating for a client business. ultimately by the time i left for firm, three quarters of the money was being made in the training business, as opposed to the original reason for wall street , which is helping companies raise money and merging. it's been a real revenue shift and also a behavior shift where taking advantage of clients has become the norm.

>> what you write about are ethics issues, not really legal issues, per se .

>> that's the great irony of the crisis. people question why has no one gone to jail for what happened in 2008 . the truth is it's actually legal, it's just highly unethical. the idea of ripping off a teacher's retirement fund or selling global charity, or betting against clients. while they're morally, highly dubious, they're actually legal. so what i'm advocating is we actually need to make these things illegal so people will go to jail for these things.

>> some of the things you write about are playing both sides of the fence. working a deal on both sides. again, not -- there's no crime here.

>> no. and there should be. when one bank is on all sides of a deal and using their client information to bet against them -- i use the example of a casino. if you're a casino and you can see everyone's cards in the casino, are you ever going to lose? probably not. there are some banks that go an entire 90 days in a row and make money every single day and it's purely for this reason, they can see everyone's cards.

>> did you want to hurt gold man sacks?

>> no, i'm of wall street . i've been on wall street my entire career. there's a group of people that wanted to be more sustainable. this idea of take the money and run is not a very good way for a company to last.

>> why write this unless you want to hurt them? and the next follow-up question is did you hurt them?

>> i wrote this book because after the op ed , i got thousands of messages from people, and there are two reasons i wrote it. goldman is a very mysterious place. i wrote this book for people who are not on wall street who want to understand what are the good parts and the bad parts. my idea with writing this op ed is to make goldman a better firm, a firm that does not have to settle half a billion lawsuit.

>> well, they claim they looked at a lot of your allegations and they released a statement, mr. smith's op-ed portrayed a firm that is unrecognizable to us and directly opposite to the culture we work hard to foster, but we took his claims seriously and conducted a thorough review of them. that review found no evidence to support his claims, but did find that mr. smith appeared to be frustrated about his career. so they say we looked at ourselves, we're clean.

>> i would say clients are being called muppets and goldman sachs said we look for the word muppet. calling someone a muppet is not bad in itself. the reason you're calling them a mup set the bad thing. when a police officer 's pungs fund is ripped off. i guarantee you, if your viewers read this book, they'll think this behavior is egregious. unfortunately, wall street has become so cynical that these practices are almost accepted. i would say i hope people read the book to get an understanding of what really goes on on wall street .

2 Tibetan cousins set themselves on fire in China

BEIJING (AP) ? Two Tibetan cousins set fire to themselves in their village to protest Chinese rule, bringing the total number of self-immolations this week to seven, the highest since the protests began last year, a rights group said Saturday.

The London-based group Free Tibet said cousins Tsepo, 20, and Tenzin, 25, called for independence for Tibet as they set themselves ablaze Thursday in front of a government building in their village in Biru county north of Lhasa, Tibet's main city.

Tsepo reportedly died and Tenzin's condition was unknown after he was taken away by authorities, Free Tibet said.

Dozens of ethnic Tibetans have set themselves on fire in heavily Tibetan regions since March 2011 to protest what activists say is Beijing's heavy-handed rule in the region. Many have called for the return of the Dalai Lama, their exiled spiritual leader.

The protests have intensified as Beijing nears a once-a-decade power transfer in early November.

On Friday, a 24-year-old Tibetan farmer, Lhamo Tseten, died from self-immolation near a military base and a government office in Amuquhu town in Xiahe county in western China's Gansu province, Free Tibet said. China's official Xinhua News Agency reported the self-immolation of a Tibetan man by the same name, though it gave slightly different details. Xinhua said Lhamo was a 23-year-old villager and that he set himself on fire near a hospital.

Later on Friday, Tsepag Kyab, 21, set fire to himself and died, also in Amuquhu town, the self-declared Tibetan government-in-exile said Saturday.

Earlier reports said three other Tibetans died after setting themselves on fire in the past week in Xiahe county.

Calls to local governments in the area rang unanswered Saturday.

Xiahe is home to Labrang Monastery, one of the most important outside of Tibet and the site of numerous protests by monks following deadly ethnic violence in Tibet in 2008 that was the most sustained Tibetan uprising against Chinese rule in decades.

Police in the region are offering a reward of $7,700 for information about planned self-immolations in a bid to stem the protests.

ScienceDaily (Oct. 26, 2012) ? Our master circadian clock resides in a small group of about 10?000 neurons in the brain, called the suprachiasmatic nucleus. However, similar clocks are ticking in nearly all cells of the body, as demonstrated by the group of Ueli Schibler, professor at the Department of Molecular Biology of the University of Geneva, Switzerland. The molecular mechanisms of circadian clocks can thus be studied outside of the animals, in cultured cells.

A system to study gene regulation live in single cells

?Given the important role of the DBP protein in the regulation of detoxifying enzymes, we were interested in studying the molecular mechanisms underlying the rhythmic transcription of the DBP gene,? points out the biologist, who is member of the NCCR Frontiers in Genetics. To do so, his team devised an elegant method to watch directly under the microscope how the clock?s molecular ?cogwheels? govern the activity rhythms of this gene in individual living cells. To this end, the scientists engineered a cell line with a piece of a chromosome exclusively composed of repeated DBP gene copies. They showed that the daily transcription of DBP is due to the rhythmic association of an essential clock component, the transcription factor BMAL1. ?This is the first time a transcription factor binding to a circadian gene could be visualized in real time in single cells? explains Markus Stratmann, first author of the article.

The clock transcription factor must be sacrificed

To their surprise, the scientists found that the clock protein BMAL1 is destroyed while stimulating the expression of the DBP gene. By applying a variety of sophisticated imaging and biochemical techniques, they showed that the BMAL1 molecules bound to the DBP gene are degraded by an intracellular protein destruction machine, termed the proteasome.

Curiously, the chopping of the triggering protein BMAL1 is absolutely required for the efficient activation of the DBP gene. In other words, BMAL1 must die while embracing that gene in order to do its job. ?In a sense, these transcription factors have the same cruel fate as males of the carnivorous insect Mantis. Sadly, Mantis females decapitate and then start eating their partners before the act of love is even completed? says Markus Stratmann.

At the moment, the biologists can only speculate about the broader impact of their findings. ?We do not yet understand why the destruction of the BMAL1 protein is mandatory for the optimal functioning of the DBP gene? remarks Ueli Schibler. In fact, BMAL1 molecules regulate the daily activity of many other genes without getting killed while doing their work. The researchers noticed, however, that genes whose activity is not associated with the destruction of BMAL1 are expressed many hours later than the DBP gene. Their work thus offers a plausible explanation to the enigma of how one and the same transcription factor, BMAL1, can impose dramatically different daily cycles of gene expression.

Ridgefield Boehringer Ingelheim Prarma Settles Kickback and Off ...

Connecticut Attorney General George Jepsen said that Connecticut has joined with other states and the federal government to settle allegations that Boehringer Ingelheim Pharmaceuticals, Inc. (BIPI), paid kickbacks and engaged in off-label marketing campaigns that improperly promoted four drugs: Atrovent, Combivent, Micardis and Aggrenox.

BIPI, whose U.S. headquarters is in Ridgefield, Connecticut, will pay the states and the federal government $95 million dollars, of which $34,468,649.22 will go to the Medicaid programs to resolve civil allegations that the company unlawfully marketed the four drugs, and thereby caused false claims to be submitted to the government health care programs.

Connecticut?s Medicaid program will receive $460,222, the state?s share of which is $243,123. In addition, Connecticut will recover $107, 232 for state-only programs.

?This is another example of a federal and state partnership to better protect the health and safety of consumers and the integrity of the Medicaid program,? said Attorney General Jepsen, who praised the Office of the Chief State?s Attorney and the state Department of Social Service for their work on the case with his Office.

Chief State?s Attorney Kevin T. Kane commended the Medicaid Fraud Control Unit in the Office of the Chief State?s Attorney, the Office of the Attorney General and the Department of Social Services for their continued efforts to combat fraud, waste and abuse and assure that taxpayers receive the maximum benefit from the public resources invested in the Medicaid program.

Social Services Commissioner Roderick L. Bremby said, ?Enforcement actions of this kind are crucial to help protect both the health of Medicaid beneficiaries and the tax dollars funding the program.? As the administering state agency for Medicaid, DSS appreciates our strong working relationship with the Attorney General?s and Chief State?s Attorney?s Offices in combatting fraud and abuse.? We do not believe that inappropriate practices characterize the Medicaid provider community as a whole, but vigilance is necessary to safeguard the integrity of the program.?

?This settlement resolves allegations that BIPI unlawfully marketed these drugs for a variety of uses that were not approved by the U.S. Food and Drug Administration. For example, the stroke-prevention drug Aggrenox was marketed for off-label use to treat myocardial infarction and peripheral vascular disease; Combinet was marketed to be used before another drug in treating Chronic Obstructive Pulmonary Disease; and the hypertension drug Micardis was marketed for treatment of early diabetic kidney disease.

Additionally, the settlement resolves allegations that BIPI knowingly promoted the sale and use of Combivent and Atrovent at doses that exceeded those covered by federal health care programs, and that BIPI knowingly made unsubstantiated claims about Aggrenox. Finally, the agreement resolves allegations that the company paid kickbacks to health care professionals as inducement to prescribe.

As a condition of the settlement, BIPI will enter into a Corporate Integrity Agreement (CIA) with the U. S. Department of Health and Human Services, Office of the Inspector General, which will closely monitor the company?s future marketing and sales practices.

Apple iPad sales disappoint, Street eyes the holidays

SAN FRANCISCO (Reuters) - Apple Inc delivered a second straight quarter of disappointing results and iPad sales fell well short of Wall Street's targets, marring its record of consistently blowing past investors' expectations.

Shares in the world's most valuable technology company briefly dipped to levels not seen since the start of August, after it delivered a 27 percent rise in fourth-quarter revenue and a 24 percent increase in earnings.

The numbers, while in line with expectations, lacked the positive surprises that investors have grown used to, and came after Apple undershot revenue targets in the previous quarter. Its shares bounced back after CEO Tim Cook told analysts on a conference call that the latest iPhone 5 was heavily backlogged but the company had mostly worked out kinks in its supply chain.

Apple shipped 26.9 million iPhones in the last quarter, just ahead of analysts' predictions, but iPad sales of 14 million were well below lowered forecasts for the tablet as the economy remained weak and consumers awaited the iPad mini, which will hit store shelves next month. South Korean rival Samsung Electronics Co sold 56.3 million smartphones in the quarter, according to research firm IDC, giving it 31.3 percent global market share, more than double that of Apple.

FEVERED COMPETITION

Analysts say the real test for Apple will come during the crucial year-end holiday shopping season, when competition will reach fever-pitch against new gadgets from Amazon.com Inc, Google Inc and Microsoft Corp.

"Going into earnings we were wondering if the slowing economy will catch up with Wall Street, and it has," said Channing Smith, co-manager of the Capital Advisors Growth Fund.

"Apple is very well positioned with the iPad and now the iPad mini. It has a great smartphone and we expect the iPhone 5 to sell very well. The outlook is conservative, but that's not surprising. Err on the side of caution is a proven formula."

Apple heads into the current quarter after refreshing almost all of its product lines, including introducing an upgraded, fourth-generation full-sized iPad. The December quarter will show how well consumers respond to its latest gamble - the iPad mini - which goes on sale on November 2.

Quarterly revenue in China, Apple's second-largest market, rose 26 percent, and jumped nearly 80 percent to $23.8 billion over the full year, contributing 15 percent of Apple's total, Cook told analysts. Apple plans to launch the iPhone 5 in China in December, hoping to staunch market share loss in what is set to become the world's largest smartphone market this year.

Apple's China smartphone market share almost halved to 10 percent in April-June as buyers waited for the iPhone 5.

ONE WEEK LESS

For the December quarter, Apple forecast revenue of $52 billion, below the average estimate of $55 billion, according to Thomson Reuters I/B/E/S. It expects margins of 36 percent, far lower than analysts' expected 43 percent.

Chief Financial Officer Peter Oppenheimer mostly attributed the lower margin and conservative guidance to a combination of a stronger dollar, higher costs associated with new products, and the fact that Apple's next fiscal quarter has one less week than the same period a year ago.

Apple's stock was holding steady at $609.40 in extended trade after flirting with the $600 level. The shares had ended regular trade at $609.54.

Supply constraints holding up sales of the iPad and iPhone dominated discussions between analysts and Apple executives during the post-results conference call. Apple had struggled to deliver large quantities of the iPhone 5 since its launch in late September, with the waitlist for the device at one point stretching to three weeks in some regions.

"Our supply output is significantly higher than it was earlier in October," Cook said, referring to the iPhone 5. "And I'm confident we'll be able to supply quite a few during the quarter."

CAR THAT FLIES AND FLOATS

Cook also opined on Microsoft's new Windows 8-based Surface tablet that will hit stores early on Friday.

"I haven't personally played with the Surface yet, but what we're reading about it, is that it's a fairly compromised, confusing product," he said. "I suppose you could design a car that flies and floats, but I don't think it would do all of those things very well."

Despite the lackluster fourth quarter, Apple put up big numbers for the year, ending its fiscal 2012 with a 45 percent increase in revenue to $156.5 billion, while net income was up 61 percent at $41.7 billion.

For the final fiscal quarter, it posted net income of $8.2 billion, or $8.67 a diluted share, on revenue of $35.96 billion, versus $6.6 billion, or $7.05 a share, a year earlier. Analysts had expected on average that Apple would earn $8.75 per share.

Apple ended the quarter with $121.3 billion in cash and securities, of which $83 billion was offshore.

Not-so-permanent permafrost: 850 billion tons of carbon stored in frozen Arctic ground could be released

ScienceDaily (Oct. 25, 2012) ? As much as 44 billion tons of nitrogen and 850 billion tons of carbon stored in arctic permafrost, or frozen ground, could be released into the environment as the region begins to thaw over the next century as a result of a warmer planet, according to a new study led by the U.S. Geological Survey. This nitrogen and carbon are likely to impact ecosystems, the atmosphere, and water resources including rivers and lakes. For context, this is roughly the amount of carbon stored in the atmosphere today.

The release of carbon and nitrogen in permafrost could exacerbate the warming phenomenon and will impact water systems on land and offshore according to USGS scientists and their domestic and international collaborators. The previously unpublished nitrogen figure is useful for scientists who are making climate predictions with computer climate models, while the carbon estimate is consistent and gives more credence to other scientific studies with similar carbon estimates.

"This study quantifies the impact on Earth's two most important chemical cycles, carbon and nitrogen, from thawing of permafrost under future climate warming scenarios," said USGS Director Marcia McNutt. "While the permafrost of the polar latitudes may seem distant and disconnected from the daily activities of most of us, its potential to alter the planet's habitability when destabilized is very real."

To generate the estimates, scientists studied how permafrost-affected soils, known as Gelisols, thaw under various climate scenarios. They found that all Gelisols are not alike: some Gelisols have soil materials that are very peaty, with lots of decaying organic matter that burns easily -- these will impart newly thawed nitrogen into the ecosystem and atmosphere. Other Gelisols have materials that are very nutrient rich -- these will impart a lot of nitrogen into the ecosystem. All Gelisols will contribute carbon dioxide and likely some methane into the atmosphere as a result of decomposition once the permafrost thaws -- and these gases will contribute to warming. What was frozen for thousands of years will enter our ecosystems and atmosphere as a new contributor.

"The scientific community researching this phenomena has made these international data available for the upcoming Intergovernmental Panel on Climate Change. As permafrost receives more attention, we are sharing our data and our insights to guide those models as they portray how the land, atmosphere, and ocean interact," said study lead Jennifer Harden, USGS Research Soil Scientist.

The article "Field information links permafrost carbon to physical vulnerabilities of thawing" was published in the journal Geophysical Research Letters.

Obama unveils economic plan: 5 ways it differs from Romney's

The little blue 'new economic patriotism' booklet is President Obama's answer to Mitt Romney's 5-point plan ? and to voters who want to know what he would do with a second term.

To critics on the conservative side, the new Obama blueprint for a second term contains little that would count as a big idea or a new idea. Rather, they say it's a symbol that Mr. Obama is waking up, belatedly, to the notion that voters want something from a candidate other than criticism of one's opponent.

It's true that Obama's "new economic patriotism" document, subtitled "A plan for jobs & middle class security," doesn't contain many new proposals. What it may accomplish is simply to offer a rebuttal to Mr. Romney's message that he has a plan and Obama doesn't.

Obama's aim may be to persuade undecided voters of two things. First is that he has some sensible ideas for a second term, including joining Romney in a few. (Obama partially embraces increasing domestic oil and gas production.) The second is that his Republican rival has plans that could prove risky for the economy and the middle class. ("I will never turn Medicare into a voucher," Obama says prominently in the document.)

Both candidates are distilling their agendas into bullet points designed to appeal to the relatively small pool of independent voters who remain up for grabs.
In many ways, the contrast between the two can be summed up in familiar terms: The Republican calls for smaller government, while the Democrat defends a larger or more activist federal role.

Here's a look at a report that amounts to Obama's answer, point by point, to Romney's five-point plan.?

Manufacturing

Obama says he wants to see the US create 1 million new manufacturing jobs by the end of 2016. The lead item on his agenda here is corporate tax reform (cutting rates, while offsetting that revenue loss by closing loopholes in the current tax code). The president calls for a new tax credit "for companies that bring jobs home."

He also urges training 2 million workers through new partnerships between community colleges and employers, and creating a network of business-university "manufacturing innovation institutes" to keep US industries on the cutting edge.

In all, his goal of 1 million new jobs sounds like a slight boost from the recent pace of job creation. (Obama's booklet notes that half a million manufacturing jobs have been added in the past 2-1/2 years.)

Manufacturing isn't a category in Romney's five-point plan, but his plan also seeks to boost this important sector of the economy. Romney has his own version of corporate tax reform, which he says would lure employers (US and foreign) to set up more production in America.

"Trade that works for America," is one of Romney's agenda items. Like Obama, he says he'd seek to curtail "unfair trade practices" by China and other nations. Where Obama has an enforcement effort under way, Romney implies he'd go further in getting tough on China ? naming that country a currency "manipulator" on Day 1 of his administration.

Where Obama emphasizes willingness for government to make strategic investments, Romney says that investing in companies is "the wrong way to go." He supports basic science research, but isn't backing Obama-style innovation institutes. He calls for streamlining some 47 US job-training programs, while focusing them "on building valuable skills that align [job seekers] with opportunities."

LONDON (AP) ? Disgraced BBC entertainer Jimmy Savile was investigated in the 1980s over an allegation of indecent assault, police said Thursday as they announced that 300 potential victims had come forward so far with abuse accusations against the late TV host.

The twin announcements showed how a sex abuse scandal that is engulfing one of Britain's most venerable news organizations was showing no signs of abating.

Officers have interviewed 130 of the 300 potential victims so far and even more are expected to contact authorities, Commander Peter Spindler, leader of the Scotland Yard inquiry, said Thursday.

The well-known children's television and radio presenter is accused of using his fame to coerce vulnerable teens into having sex with him in his car, in his camper van, and even in dressing rooms on BBC premises.

The police commander acknowledged he had been stunned by the volume of abuse allegations reported to his team of 30 officers in the three weeks since details about Savile's activities first came to public attention.

"It is quite staggering, the number of women ... and this is primarily women, we have only got two men in the system so far," Spindler said.

Spindler said Savile, who died last October at age 84, was "undoubtedly" one of the worst sex offenders in recent British history.

Since the allegations aired on British television this month, London police have received three times the usual number of calls about allegations of past sexual abuse. The NSPCC, a leading British children's charity, said it had received 60 percent more calls about abuse cases.

"I have no doubt that we are in a watershed moment for child abuse investigations," Spindler said.

Previously feted for his charity work at hospitals and homes for children, Savile is alleged to have deliberately supported such causes to target troubled youths whose credibility would be questioned if they reported the alleged sexual abuse.

Spindler said although the majority of cases related to Savile alone, some involved the former television presenter and other unidentified suspects acting together. In addition, some potential victims who had reported abuse by Savile also told police about separate allegations against the unidentified men that did not involve the BBC entertainer.

He confirmed that police could seek to prosecute any suspects who are still living but said no one has been arrested or questioned so far.

Spindler also disclosed for the first time that a retired London police officer had contacted Scotland Yard to confirm that he investigated Savile in the 1980s after a young woman alleged he indecently assaulted her inside his trailer while it was parked on BBC premises. The ex-officer explained there hadn't been sufficient evidence to prosecute Savile at the time, Spindler said.

Police have also discovered that a woman contacted Scotland Yard in 2003 to allege Savile had touched her inappropriately in the 1970s but did not seek to press charges. Surrey Police also have acknowledged they questioned Savile in 2007 over an allegation tied to the Duncroft school but prosecutors declined to bring charges.

The Savile scandal has rocked the BBC and prompted disbelief that the presenter's crimes could have gone unnoticed or unreported by colleagues or managers.

Executives are facing sharp questions about what they knew and an internal inquiry is reviewing why a posthumous BBC investigation about Savile's sex crimes was shelved. The report was scrapped weeks before the broadcaster aired a series of tribute shows.

Mark Thompson, BBC director-general from 2004 until last month who is now the incoming CEO of the New York Times, is among those facing questions from U.K. lawmakers. Thompson has insisted that he never met Savile, was unaware of rumors about his behavior and had little knowledge of the cancelled expose.

In a letter to The New York Times staff Thursday, chairman and publisher Arthur Sulzberger said Thompson had thoroughly explained his handling of the issue.

"Mark has provided a detailed account of that matter, and I am satisfied that he played no role in the cancellation of the segment," Sulzberger wrote.

"Our opinion was then and remains now that he possesses high ethical standards and is the ideal person to lead our company," the letter said.

Savile was the original presenter of the music countdown program "Top of the Pops," which ran on BBC television from 1964 to 2006, featuring performances by everyone from The Rolling Stones to the Sex Pistols. For almost 20 years from 1975, Savile also made children's dreams come true on "Jim'll Fix It," a TV show.

Savile championed a host of good causes, frequently running marathons to raise money. He helped to collect millions for the creation of a national spinal injuries center at Stoke Mandeville Hospital in southern England and bequeathed money for a heart unit at Leeds infirmary named the Savile Institute.

He was knighted by Queen Elizabeth II for services to charity and entertainment and received a papal knighthood from the Vatican.

Prince Charles was among those who paid tribute when Savile died last year.

(CNN) ? The Syrian government says it will suspend military operations from Friday morning to Monday.

This comes after U.N.-Arab League special envoy Lakhdar Brahimi proposed a cease-fire during the Muslim holiday of Eid al-Adha, which last to Monday.

The government issued three caveats, however, in its announcement Thursday on Syrian state TV.

It reserves the right to respond to attacks by terrorists, including bombings, to respond to ?terrorists? trying to reinforce their positions, and to protect neighboring borders that ?terrorists? cross.

The announcement comes amid pessimism from rebels, who say that the government of President Bashar al-Assad continues to plow ahead with shelling and raids.

Opposition forces said government troops struck rebel targets in the war?s major hot spots, particularly in the most populous city of Aleppo. The state-run Syrian Arab News Agency reported violence in Homs and Deir Ezzor.

At least 23 people died across the country Thursday amid fighting and shelling, the opposition Local Coordination Committees of Syria said.

?The regime is the one that is not willing to agree to cease-fire, and they have not stopped attacking civilians and they will not stop shelling in Eid,? said Abdualla Yasin, the rebel Free Syrian Army spokesman in Aleppo. They have betrayed us many times and they do not care if it is Eid or anything else, they will continue to kill.?

Eid al-Adha is a major holiday on the Muslim calendar. It is a joyous time of peace as the faithful celebrate the end of the Hajj, the annual pilgrimage to Mecca in Saudi Arabia.

The FSA?s Yasin said: ?Our goal is to end the war as soon as possible and end the pressure on civilians. We wish that families can spend Eid in peace and calm. But this regime will not give us any respite. The regime has a split personality. It thinks it is control of the country and the army and it is in control of neither and cannot enforce orders.?

The government touted several goodwill efforts Thursday leading up to its announcement that it will stop fighting.

State-run TV aired footage of men walking out from behind prison bars ? part of the government?s latest amnesty program for criminals, a commentator said.

The timing of the release is key. It comes a week after rebel fighters told Al Jazeera that they would agree to a proposed cease-fire only if the government released detainees, ended a siege in the city of Homs and stopped aerial attacks.

But the government amnesty isn?t sweeping. For example, it replaces the death penalty with a ?life sentence of hard labor or long imprisonment sentence, according to the crime,? state-run media reported.

As the move was announced, rebels reported strategic military advances in the city of Aleppo. They say rebels haven?t yet gained control of the entire city but have a lot of momentum.

Yasin said the rebels took control of three Kurdish neighborhoods, overran others in the west, and made strides in other regions. He reported deaths and injuries of government troops.

?We have liberated a large area of western Aleppo? Yasin said. ?We already had gains in the north, south, east and west,? he said.

He singled out the Kurdish community for permitting the presence of rebels in their neighborhoods. Much of the opposition is Sunni Arab and rebels are heartened by support from all groups in the diverse society.

?We were welcomed by the Kurds because people believe the FSA will liberate Syria,? Yasin said. ?Every small gain brings us closer to victory. The FSA was also happy to unite another facet of Syrian society under the FSA umbrella.?

A cease-fire in April barely lasted a day before bodies started falling again. In total, more than 32,000 Syrians have died since the conflict began in March 2011, opposition activists say.

A spokesman for the Syrian National Council, an opposition coalition, has doubted the government?s sincerity.

?Based on our long experience in dealing with Assad(?s) barbaric regime, we know that the Syrian government is just buying time and playing on words,? said George Sabra, spokesman for the Syrian National Council, which speaks for rebels fighting al-Assad.

?The whole world knows that the Syrian regime cannot be trusted and doesn?t have any credibility in fulfilling any promise that they make to anyone,? said Sabra, who is based in Paris. ?The crisis is too complicated in Syria, and the Assad regime is trying a diversion.?

It?s foolish to expect a total cease-fire, said Aram Nerguizian, a Middle East expert at the Center for Strategic and International Studies in Washington. A cease-fire in this context is about a larger goal of getting most rebel brigades and al-Assad forces to temporarily stop or reduce the killing.

But the rebels themselves are partly to blame for this spring?s cease-fire failing, analyst Nerguizian said. They are disorganized and have been just as vicious in their killing as al-Assad?s forces.

Getting them on the same page and having them resist the urge to fight, he said, is unrealistic.

In Geneva, Switzerland, members of the U.N. commission investigating war crimes in Syria told reporters Thursday they want to meet with al-Assad and discuss access to Syria for the team.

?We decided to send a letter to President al-Assad calling for a meeting,? said Paulo Pinheiro, chairman of the U.N. Commission of Inquiry on Syria.

?We are not specifying the access for the commission, but we thought that taking into consideration the seriousness of the situation, we think that it would be very important that he could receive us and, of course, we expect that he will receive us in Damascus,? Pinheiro told reporters inside the U.N. building in Geneva.?

Carla del Ponte, once prosecutor for the International Criminal Tribunal for the former Yugoslavia, is now part of the commission. Noted for her investigation of war crimes in the Balkans in the 1990s, she cited similarities with past probes.

?The similarity is, of course, we are handling the same crimes, crimes against humanity and war crimes for sure,? she said.

There?s a reason Chris Cooley was so popular in Washington, and why his comeback triggered a media tour.

Upon his return, Cooley said, among other things, that he tried to get the Redskins to add a special incentive into his contract when he signed to replace the injured Fred Davis.

?Literally, I have text correspondence trying to negotiate a case of beer into my contract,? Cooley told the Sports Junkies on 106.7 FM (via Sarah Kogod of the DC Sports Bog). ?They wouldn?t do it. I wanted it in writing so much.?

Whether a ?Likely to be consumed? clause would have impacted the Redskins? salary cap is unclear. We?re trying to get to the bottom of that now.

Cooley also got a laugh out of initial reports that said he?d sign, pending a physical.

?I?ve had so many people text, ?How?d the physical go??? he said. ?Literally, you go into the training room, and the doctor?s like ?How are you feeling, man? Good? Good. Okay, you passed.?

?I think it might be different if I went to another team, or somewhere where they don?t know me. The doctor that did it is the doctor that did my knee surgery before. . . . I mean, he knows me. So it?s not up in the air. I?m healthy. My knees not swollen; I?m not overweight. I?m sure if I was a fat slob when I walked in there yesterday, someone would be like, ?Hey, let?s run a little bit.? But I?m in good shape right now.?

Of course, if he had gotten what he wanted in the negotiation, it might have been another story.

Congressman's son leaves campaign after video catches voter-fraud plan

ARLINGTON, Va. (AP) ? The son of Democratic congressman Jim Moran of Virginia has resigned from his father's campaign after an undercover video shows him discussing a plan to cast fraudulent ballots.

Patrick Moran had been a field director for his father's campaign. He said Wednesday he didn't take the man seriously and humored him, adding that he should have walked away.

An organization led by activist James O'Keefe, Project Veritas, released a video showing an undercover operative pitching a voter-fraud plan to Patrick Moran. The plan called for casting ballots in the names of 100 voters who were registered but rarely voted.

In the video, Patrick Moran expresses doubts about the plan but eventually tells the undercover volunteer to "look into it."

Jim Moran's campaign office calls the incident an error in judgment.
